Struggling with the 2100 swap

I bought the Motorcraft 2100 kit off Ebay. We installed it and it ran 99% perfect. But I thought I had an air leak at the carb base so I removed everything. Bought better gaskets and reinstalled. Now it will start up and stumble a bit, I will give it gas and the idle will smooth out. I have the carb set up as a manual choke. So when its warm and the choke open and I knock the RPM's down it will run fine for a minute and then start to spit and sputter and almost want to stall until it finally does.

We have the timing at the 10 degree mark. When it is idling well the vac gauge stays steady at 19 cfm. I tried adjusting the idle mix screws but really with no results. Where as before it was obvious turning the screws changed the way the motor was running.

It ran good the first time I am not sure what changed. Any ideas?
 
I am pretty certain that the rebult carb that was sold to me one ebay has been redone with a defective rebuild kit. The float will not activate fuel cut off and gas is leaking into the carb. This is causing it to NOT stall when the idle mixture screws are both turned all the way in. It continues to run. It is also causing the carb to get over loaded while driving and it will lose power and stall. I cant get more then a half mile before this happens. Because of the leaking after you shut it off fuel continues to feed into the carb through the jets and flood the motor making it hard to start the next time. If you look down through the hole above the bowl you can see that gas covering the float. I swear every time I buy something like this it is screwed up.
 
have you adjusted the float? there are preset but there is always a little bit of adjustment to do.
