Tj defroster

Have a 97 tj and when I switch the heating to the defrost setting no air comes out of the top vent that goes to the windshield. Air comes out fine on the side vents but none on the top. Can anybody help me figure out what's wrong? Thanks.
 

Any air coming out anywhere else you switch it to? , verify that your vacuum lines are intact with no leaks. The common areas to check is under the battery tray ( vacuum reservoir) , intake manifold and by the dryer where the vacuum line tees through he firewall.

Air works everywhere else. Only place is the top vent for defrosting the windshield
 
Do this test. With the blower on high, engine at idle and HVAC is set on panel , disconnect the vacuum line outside by the firewall. If the air flow output switches to default , it should go to the windshield defrost if it doesn't , there's a high probability that the issue might be on the HVAC control head OR the defrost actuator. To test either one of those two components , you will need a handheld vacuum pump with a gauge to test the vacuum circuit to the HVAC control switch and the actuator for a leak or obstruction.
