I don't know the YJ that we'll is this carbureted or fuel injection? I know my TJ with 2.5 and 31" tires gets 15 to 17 mpg. With stock gears and motor. I do drive it hard usually keeping the rpm between 2.5 to 4k but I don't seem to have the power issues like you do.
