Where is the fog lamp relay?

I have a 2000 Jeep Grand Cherokee Limited, and I can not find the fog lamp relay for the life of me. I checked under the hood and in the bank of relays that is under the hood, the fog lamps are not in that. There should be another set of relays under the driverside dash, but I can not find them. Im I lookin the right place? I obviously know where the fuse box is under the dash, where should I look in respect for the fuse box?

There should be a junction block under the dash, driver side under a plastic panel. The best way to access the entire block is to remove the panel to expose the relays.
