What is this bumper? ... need fog lights

The circular lights are yellowing and I need to replace. I tried looking for the bumper and trying to find replacements with no luck.
They are not standard fog lights like in the stock bumper.
Experts chime in .... NOW!

To be honest the bumper looks more custom or homemade. The welds are not sealing edges and corners.

those welds do look kind of rough and lots of overhang on the seams

thats not good. even if you add support behind the metal than it just rips somewhere else. what a bummer
