Towed and destroyed...pretty much

My 95 Grand Cherokee Limited was towed from my parking lot--didn't have the appropriate permit to park...anyway, when it was towed, they managed to disconnect a rusted part from the frame. I am unsure what the part is called. I will post a picture shortly. Anyway, it should be connected from behind the front, driver's-side brake caliper to nearly 24" behind. Sorry if this is a newbie question--I am somewhat capable with repairs and I bought this knowing it was a bit decrepit--but I need to know what the part is called and then perhaps I can find a way to re-adhere it. Thanks for your time.

From your description the only thing that I can think of is a brake hose. Is this broken part rubber or metal?
 
Not the brake lines. Here is a photo. Notice the bungee cord.

If it is the part that the bungee is around, I believe that is your lower control arm. From the picture , they didn't disconnect it, they ripped it off. It looks like it was rusted to begin with so they will probably take no blame for it.
 

Looks like a control arm mount to me. Your axle has two upper control arms (above the axle) and two lower control arms. Together these control arms connect the axle to your jeep. You'll need someone who can weld well to replace that section of your frame, then weld on a new control arm mount.
 
Yeah its ur lower control ARM mount.. but with that much of the frame rusted its going to be a lot more than just simply welding it back on..
 
That is serious rust. The other side may not be ripped out, but it might be at the brink. Too bad this happened due to a parking tow, but it was probably not far off anyway. You will likely need some significant frame work. Check out a local 4x4 shop as you might be able to fix the problem and make some improvements at the same time. At a body shop, you'd probably just get the frame restored.
 

That tow may have been a blessing in disguise. The amount of rust thats on that frame could have lead to catostrophic failure under conditions that dould have been deadly had you been driving it at the time. Now you need to go over the frame with a fine tooth comb and make sure that any other points of emminent failure are repaired or worse, find another GC and scrap this one... Perhaps salvage what you can frome this one for transplant organs... I cant see the repairs to the frame falling in line with the real value of a 95... However you have to decide the value that YOU will get out of the vehicle, and bear in mind that you will never recoup the repair costs should you decide to sell it at a later date. A labor of love always costs more cash than the value you put on it.
