Steering like a go cart

my 95 yj has started to steer really wierd. The best why I can discribe it is it feels like a go cart. even when i am going down the street and to change lanes it feels like I'm trying turn a semi parked without power steering. It will come and go thoughout a turn. It dosn't matter if Im turning left or right forward or backwards.
The power streering fluid is full.
I suspect it is the pump going out but wanteed to get some opinions before getting a new one. And If I do need to get one any suggestions on a new one

next time its struggling like that, pop her in neutral and rev it up a bit, if the steering gets easier that means your pump isn't keeping up.

Well as I thought and from dingus's helpful test (Thank You) it is the pump.
Has anyone heard of or is using an AGR super pump. I have found one for 130.00 online.
My thought is if I need to get a new one might as well get a good one.
Is this AGR any good or should I be looking for something else

unless you're planning on bigger tires, a lift, and plenty of serious offroading, i'd save your money on this one, your stock one lasted just fine this XXXXX miles i think another stocker should be ok, but thats just me...
