Have 91 yj,while underneth the jeep,I noticed fluid seeping out from one of my rear shocks,quite a bit actually. the other rear shock also had fluid leaking,but not as bad,the ride seems to be ok on the trail. Has anyone got any input on this strange phenonama? Are these shocks filled with hydralic fluid?

Depends, but most likely they are. would be a good time to replace them if you so desire.

Shocks are generally either gas charged, liquid charged, or a hybrid of both as well as air charged.
 
It's not a phenomenon, it's a failure and yes, shock absorbers are normally a hydraulic damper with a piston within the cylinder. Most of the newer and improved units are nitrogen charged with hydraulic fluids that helps improve the road handling and suspension performance. When they leak out fluid on the piston seal , replacement is the only option.
