Rubicon wheel fix?

Just picked up a set of polished rubicons. Nice wheels but one has some brown bubbling of the clear coat near the center cap. Guy I got em from says he thinks its from car washes and there's dirty water under it and he was told you could sand it and re-clear it. I'm a little skeptical of this. Seems you would have to do the whole rim? And if you get to sanding on aluminum it could be bad. Anyone have this prob and is there a fix?

I have used these guys to repair a wheel on my son's Mustang. See if there is a franchise in your area. They work out of a trailer with a shop in it and come to you.
