The rear springs hold the rear axle centered because the shackles are behind the axle. It is opposite in the front which is why Bounty suggested leaving the front one on unless doing a shackle reversal. CJ's didn't even have rear track bars (or front sway bars). If you do alot of highway driving, keep the front swaybar but get or make some quick disconnects.
As to cheap/expensive kits, a very good friend of mine put the 2.5" RE Standard Duty kit on his YJ and it is a sweet riding, flexible kit that came with everything from brake lines to discos. Take a look, this is where he bought from. This guy throws in Doesch Tech 3000 shocks and ships for free. The 2.5" is $569 and the 4" is $599 shipped - damn good deal:

Point of all this is if you pay $462 (per their website) shipped for a Rough country kit, then throw in some more $$$ for a rear brake line and a set of swaybar disconnects you will wind up paying alot more than that attractive looking $389 price tag. For the same $$$ you'd have in all that you can buy a lift kit from Rubicon Express with excellent shocks, real brake lines, shims, etc.
Here's a pic of the RE 2.5" kit with 31's on a YJ, I personally would have gotten the 4" for $30 more but he didn't want his that high:
