P0441 Incorrect Purge Flow ?

OBD II code: P0441 "Incorrect Purge Flow-Insufficient or excessive vapor flow detected during evaporative emission system operation"
Any help on this is welcome.

1998 Wrangler Sport,4.0-5 spd

P0441 is sometimes caused by over filling the fuel tank. Check the vapor canister for fuel saturation.
