is this a proportioning valve, fixable?

Looking the buy 97 Wrangler from a friend who is needing $$$$, he said there are no back brakes due to the line not hooked up behind the booster, (he has a large bolt screwed into the rear brake line opening to block the opening)...is this a proportioning valve? and can it be replaced without replacing the whole booster system? thanks

Yes, the proportioning valve can be replaced separate.

check your local junk yards rather than part stores or dealers in junk yard you can get one for like 10 15 bucks
