Horn assembly question

I am looking to verify something I know this goes together but I am having an issue. The first image is of the horn ring I guess setted in the Wheel

The second image is showing where the ring sets, the lip.



So this is my issue I cannot figure out when attach the piece in the image below it will not tighten down the screws go tight but the piece is loose and rattles around?


I also cannot get the horn button to go on I can put on the piece above when it is off the wheel but not when it is on, I think this is because it is loose. also the horn button on the wheel below is there supposed to be a spring on the bottom?
