Help-96 Cherokee Instrument Lights

The instrument cluster lights on my 96 Cherokee do not work. I pulled the cluster, checked all of the 8 bulbs, checked to make sure the harness and plug were tight, and also checked the fuses but still get no lights when I turn on the headlights.

The dome light works when turned on but no lights when I turn the rheostat in the switch.

Any suggestions on what next to diagnose and fix would be appreciated.

This is my first Jeep and I love it. It only has 56K on it so I plan on keeping it for a while.
