I have to get my jeep inspected this week (NJ) but when my hazards are on, the back right will not flash (well at least 90% of the time). Sometimes it does flash properly. Anyway, I checked the lamp and all is well. I checked the wiring to the lamp and it is new, no corrosion nor is a wire loose. Works fine when used as a blinker.
I looked in my haynes manual and it talks of a hazards relay but I don't know where the hell it is.
I forgot to mention, my flasher switch and blinker knob are a little tricky, sometimes the blinkers (the handle feels sluggish and won't 'click' all the way), so I turn the flashers on, then off and it fixes the blinker handle.
I think it could also be a problem with the blinker/hazard unit in the steering column, I have a replacement on the way/
