Coolant Sensor? leaking

I have a coolant leak that is coming from something that looks like some sort of sensor. I took a picture to show what it is. It looks like it has a solid connection to a pipe that splits in three. What is the sensor and what does it do.

It looks like you have that mysterious closed cooling system thingamabobber that I've never seen, never worked with, and have no blasted clue how it works... But someone should be able to help ya, I'm sure...

I have also noticed that my electric radiator fan is not kicking on when the car gets warm.
 

I got to take a better look at it today in the daylight. It looks to me like it is in the coolant line feeding the heater core and it has a white wire coming out of it going to the heater core. I can't find anything about it in my shop manual.
 
Just for future reference, the part that was leaking was the heater control valve. Replaced it, and it seems to be holding it's temperature ok.

I didn't relize what temperature the electric fan comes on. It was kicking on just above the 210 mark, and would cycle on and off, so it appears that the over heating problem may have been taken care of.
