Yes to heavy. I was thinking either welding in floor pans I could get the OEM ones from quadratec or some sheet metal. It is the rear floor pans only.

This is exactly what I had in my very first CJ (previous owner did it).

The best way to fix it is to cut out any rusted metal and weld in new metal. If you can't do that then cut / sand out all the rust and coat it with something like POR-15

I'm a big fan of POR15. They even make some body filler that works great for patching holes.
 
Ideally you will want to replace the entire rusted area with new sheet metal. you can cover it up, but in the long run, your just covering it up, remove and replace.

The front floors in a YJ are pretty easy to do. I did one of my old CJ's and I got the floor pans from JC Witney, way cheaper and actually fit pretty good. seam seal the crap out of your welds too.
 
Yeah I was thinking around those lines somewhere. Fortunately, front pans are solid. The under/behind seat pan is shot on both sides.
