95 cherokee headlights wont come on

I've checked fuse and switch in distribution center. they both check good. would both lights blow at the same time? is there something else to check before replacing lights?
 

I saw somewhere that a a different jeep model had similar symptoms and the light switch proved to be bad. is there a quick way to test the switch?
 
Check if the head light gets 12V when you turn on the switch.
That would be the basic test.

I think there's also a fuse box on the passenger side kickpanel towards the floor board. Have you checked the fuses there?.
 

Do the tail lights and park lights come on as they should? If so, first look at your bulbs and see if the filament is burned or not. Either way high and low beams 99% of the time will not blow at the same time, especially in both lights at the same time. I'm about 90% sure your head light switch is bad. Has happened to me in multiple Chrysler vehicles, not that this is specific to Chrysler only.
