89 wrangler 2.5 performance

I have an 89 wrangler with a 2.5, 5 speed. Everything is pretty much stock except 2.5" lift with 31" tires. I was wondering what kind of engine performance mods I could do on a budget. I would like to get the most bang for my buck. Also, ease of install is a factor too. Any mods you know of for an 89 2.5 TBI would help. Thanks

I think the general feeling is (from one of Bounty Hunter's posts):
lower gears
replace the mechanical fan with an electric like the Taurus 3.8L fan
install a performance cam
high-flow intake and exhaust
