1989 YJ Carb issues Help!!

well i am new to this form and let me say that i have read a tone of helpful things. I have a 1989 YJ with a 4.2 6cill. I am a college student and just spent the last of my money on my rear diff rebuild and brakes (3,300) i have front and rear arb's. But now my carb wont prime its self i have done a lot of work on cars but have little experience in carb's is there any way to fix this besides having to carry a gas can around(which i already do ) didn't know if anyone had this problem. I know its the carb not a fuel pump. If i do need a carb worried about emission in California and price b/c im broke. I am stuck eating top romin for the next 2months some help on this one would mean the world thanks for your time guys.
 

So you have to add a little gas manually in order to get it started? I'm just taking a guess, but you may have clogged pump jets. I'd start by hosing the thing down with carb cleaner while it's on the Jeep. If that didn't help, I'd remove it from the Jeep, and hose it down again with carb cleaner, trying to get all the passages cleaned out. Finally, I'd buy a rebuild kit and try rebuilding it (the kits should be less than $20). If you're in CA, then a weber may not be an option for you.
