04 tj will not start can't hear fuel pump

My 04 will not start after sitting for a few weeks. The tank was almost empty so i figured it was just out of gas, I put over 5 gallons in it and still would not start. I listened for the fuel pump to cycle but I heard nothing. I feel it is my fuel pump but could it be anything else before I drop the tank? Any other ideas would be appreciated.
