The cowl is the area behind the hood. Not a hood itself.
Are you looking to force air into the engine or into the heater for inside air? Or get the heat out from under the hood?

The only cowl induction hood I know of is found on the 1970 Chevelle SS. A replica cowl induction hood scoop could be grafted onto your jeep hood if desired.
I believe you have to make one I haven’t seen one that you can actually buy. I would suggest just getting hood vents if you’re looking to draw he out from underneath the hood
