Weber tune?

Well I tried out my new locker yesturday at Little Moab. Now I just have 1 problem, the Weber can't handle the angle that the Locker will let me do. I have to either get it tuned right or dump it for something better. I have the tuning instruction but it says to keep it as lean as possible. My question does it get leaner when the screw is in more or is leaner when the screw is out more. The directions make me belive you want to turn it out as much as possible but my common sence says the further in the screw the leaner it will be. Which is right?
 

First thing, the screws will lean it out the more you screw them in. Also, are you running a pressure regulator? On my Weber 38, it likes it the best at 3 1/2 psi. But during the off road trips, I will crank it down to about 1 psi. At that setting, I can idle all day on those steep inclines and it never shows the slightest hint of loading up. But good luck. If you need a pressure regulator, get a Holley 128-04, it's a low pressure that allows you to go from 4 to 1psi. Its about 29 smackaroos.
 
I have the 32-36 Weber. I do not have a regulator but for some resone I have 2 filters. 1 before the pump and one just before the carb. I am not sure if that is causing some of my starting problems.

The locker was great. I am pretty excieted to use it on some other trails.
