The '99 case will bolt to your '95 transmission, but there are other differences to be concerned with. The front yokes are different, but easily interchangeable. The rear outputs are also different and will not work without some driveshaft modifications. You would need a TJ slipyoke and likely need to lengthen the rear driveshaft slightly.
The TJ transfer case could be rebuilt using the YJ mainshaft and tailhousing if you wanted the rear output to work without modifying the driveshaft.
