Tow hooks

I was looking at and around my front bumper (2000 XJ) and don't see anywhere to mount tow hooks. Are there factory mounts?

No. You have to buy a bracket/hook kit that will tie the hooks into the subframe. Check out www.rustysoffroad.com for these kits at a good price.
