TJ skidplate bolts

Ok well how this entire thing got started is that I was driving and I heard a big friggin bang. Well I got out and looked under the Jeep and there wasnt anything. I wasnt veryfar from home and I drove home but the entire time the trans was rattling and grinding the whole way so i decided that the trans went out as it was having issues when i bought the Jeep. Anyway after like 6 months of being a high school kid with no vehicle my dad got home from deployment and we (I) decided to pull the trans. So we started to take the skidplate off and discovered that the trans had been out before bc there were sloppy welds where someone had tried to fix the frame nuts that hold the skidplate on so we got it off anyway with just brute force and took the trans out. We asked my neighbor to take it to his work to tear it find out what was wrong with it (he's a Chrysler tech) well the next day he called and said that the thing was JB welded together like there was a crack and the previous owner friggin JB welded it back together so we bought a rebuilt trans off ebay. Anyway the point to this whole story is we are just gonna drill a hole through the top of the frame and buy new bolts and put locktight and a nut on top bc theres no way to fix the inside acording to my neighbor. I would greatly appreciate any help. I'm sorry this is so long.
 

You can grind the head off the one on the frame and replace it. It's available from a dealership. You will need an extra bolt and nut prefferably a hardened one to crush the new nut into the frame. they look like this before it's crushed into the frame.

There's a few other ways to fix it without running a bolt all the way through the frame. You can weld the nut to a washer and slip the nut up into the hold in the bottom of the frame, welding the washer to the bottom of the frame. Or you can cut an access hole on the outside of the frame to weld inside the frame rail, if you don't mind closing and welding shut the access hole.
