I know it is part of the horn and that has been confirmed but like you I do not remember where it goes on reassembly.

I googled jeep cherokee steering column diagram and it brings up a few and shows that. I just don't know which year yours is to link it.

But google that and than you can see where it goes

I had looked up some diagrams before posting and it seems to not be a shown piece. I did another search and noticed the part in a disassembly video it goes under piece that the black arrow is pointing to and the piece is below the arrow that is what I noticed in the video.
