starting problems

i have a 98 cherokee and i am having problems starting it in the cold. what i have to do is turn the key so just radio turns on, then wait 10-20 min until this kind of pumping noise starts. after that stops i am able to start it up. (sometimes takes longer than other times) really tired of doing this so if anyone can help me that would be a big help.

i just opened the hood while it was making the nosie and it was coming from the fuse box(?) anyone have any idea

The Clicking noise your hearing in the Fuse box are the relays switching on and off..Check the Battery connections and the starter cable. if that's ok, check the ignition switch wires.
