The suspension or body mounts.

Take a look at the top of the front coil springs for spacers.

What year and what size tires?Looks like a TJ with stock tires.If it is there may not be on a lift.To look for the lift see what the size is of the body bushing.Easiest place to look is above the rear bumper.Should be a rubber disk about .5" think.Any thicker and it may have a body lift.Suspension lift you could look at the top of the spring mounts for spacers.if there is you have a budget Boost lift.Other then that you would have to measure the length of the coil springs to see if some one replaced them with longer ones.
