Can the instrument cluster for a 97 TJ be tested outside of the vehicle?

What exactly do you want to test on the cluster?

I want to test the gauges. None of the gauges work. I put a scanner on the OBDII connector and all the functions show up on the scanner, RPM,Speed, Miles, voltage ,etc.. I was told by dealer that my cluster was bad so I bought a used (supposed to be good cluster) and still gauges do not work in cluster.
