Horn is blowing all the time

I reassembled my steering column and when I hooked up the battery the horn was blowing. I took the horn cover and the pieces in this image and the rod, retaining piece the arrow is pointing to, and the spring went flying into the back seat! After taking the wheel off I have it where if I touch one of the pieces in image 1 to the rod in image two the horn blows. I believe that the issue was the spring, rod and retainer come out and and was only being held in by the two pieces in image one. I thought that retainer locked into the white housing by rotating but look at it further there does not seem to be a way to lock that in so before I reassemble this again and have the same thing happen how are any of you keeping that retainer in, I am thinking superglue?

that rod should only touch that silver ring when the horn pad is pushed. the completes the ground circuit so something is pushing that out to far, or the silver ring deal is sitting to close. that is why the screws that hold the silver ring in place are insulated with plastic sleeves
 
Agree if you touch metal and the horn blows it may be that you are completing the circuit.

I believe the reason it was on all the time is the rod and retainer had popped out there is a spring under it that pushed the rod into the ring making the horn blow all the time. My thing is the retainer the arrow is pointing to does not lock into the turn signal cancel cam and that I need to figure out how to do it so this does not happen again my idea is superglue.

These are aftermarket parts that to me are not designed right there is no way to lock the retainer in so I am looking for people that have dealt with this and see how they did it before I superglue it
 

For sure, syart with the easiest thing first, try the super glue. Other wise, you might have to drill a tiny hole and put a small piece of something through it to hold it at thw correct point
