The answer to that question goes either way!
Yes, a TJ with 4" of lift can fit a 35" tire...But... It will rub like a SOB! also your D35 rear is not up to the task of handling 35" tires for long if you plan to wheel! heck, 33" tires will be fine on a D35 rear assuming you do not lock it! Once you install a locker, you put a lot more stress on the axle splines when in a situation where the rotational torque applied to those splines is increased cause instead of transfering power to a wheel with less traction, both axles will receive it equally.
also you probably have either 3.07's or 3.54's You can drive with both and 33" tires, but 35" are a stretch for 3.07's I have 3.07's and 33" tires on my YJ for the past 5 years, you'll adapt you driving style.
