Since all of those relays are plugged in the PDC, check the female connectors on the PDC for corrosion or any signs of heat and or arching. Use a magnifying glass if you have to. Another thing to check is the voltage output from the PCM thats relevant to the PCM inputs such as the ASD, O2 heater and starter. Next, check the O2 wirings under the body and see if it's making contact to the exaust pipe and causing a short to the O2 heater circuit that would also burn the ASD circuit in the PDC.
