Excessive start

My 91 Cherokee cranks over excessively before it starts whether it is hot or cold. I know there are alot of threads on this, but I have found any post on what has actually fixed the problem. Any help would be appreciated.
 

Check for fuel pressure bleed. If you turn your ignition on, the pressure should hold even after the ignition is switched to the off position. The pressure should be relatively steady up to 5 mins. in the fuel line and or rail. If it doesnt, the fuel pressure regulator is at fault.. Another thing to look at is the cam and crank sync. This would cause a hard start..
 
I've replaced the fuel pressure regulator and crank sensor. I haven't checked the fuel pressure with a gauge yet. But it doesn't seem to have much pressure when I push in the shraider valve. The jeep runs fine once it has started, even under heavy throttle.
This is a list of every thing I've replaced. ( distributor, plugs, wires, coil, fuel pressure reg, crank sensor, and air filter.) I tried to replace the fuel pump, but all the after market pumps I put in failed after a few days, so I put the old one back in.
 

Yes! I replaced the fuel pump. I'm sorry, I forgot to write that down. I guess I'm just going to live with it, because I'm tired of throwing money at it.
 

I do turn the key a couple of times, but it makes no difference. In fact I've tried ever trick I've read about. I'm thinking about the ics. I'm going to try and clean it and see if that makes a difference.
