Dana 44 Issues

I am rebuilding my '56 CJ5 and have ancountered a problem with my Dana 44 rear axle. When I spin the Pinion Shaft Yoke at the differential, only the left wheel spins. The right wheel moves very slightly but nowhere near as much as the left. When I opened up the differential cover and moved the gears by hand, both wheels spinned together. What is causing this and what are some fixes?

Nothing to worry about that typical for a open diff
and yes I agree with jester on a locker of some sort
 

Oh ok that makes sense. I don't understand why the axle would be made that way. Having power to both wheels sounds like a no brainer.
 
Driveability and fuel mileage. Less drag less fuel. Also less to build. Couple of spiders gears are 20 bucks. A posi is around 500.
