can i lift jeep 89' yj just with shackles?

I am having trouble starting my 86 CJ. It had been sitting for about a week. When I went to start it all i heard was the starter relay clicking (it wasn't one click but a few clicks in a row). I then checked the battery with the voltmeter but it only had 8 volts i tired to jump the car with my friends but that didn't work. I tried to bypass the starter relay but it just sparked and didn't even turn. What might be the problem? Maybe the battery, maybe the relay, maybe the starter? I had that same problem with my 88 YJ AMC 258 and it just ended up being the starter....

Yes, it sounds like a bad starter motor. The clicking you hear are the starter relay and solenoid doing their job. I'd say you either have an open circuit (bad or corroded connection) or a bad starter motor.
