After you get the rust off. Put a good coat of wax on the wheels. I use a treated cotton that comes in a tin can. I don't remember the name of it off-hand, but any car parts store should have it.
Get some really fine steel wool. I have a pack of 0000 grade. I use it on my grill and mirrors every time I wash it. Once you get the surface stuff off with the wool hit it with Chrome polish or a nice wax.
I find that cheaper chrome starts to rust in between cleanings as the wax wears off quick on the wheels. I mean no offense to your wheels, like I said I have to clean my chrome up everytime I warsh the beast. Just keep up with it and the rims will stay looking sweet.
