break frozen bolts on tj

trying to drop fuel tank- one of my bolts on the skid plate is rusted/locked- sprayed pb over and over nothing- can not get to top to put vice grips as it is flush with floor pan- how do i get it out and a new bolt in??- thanks:???:

Is it turning round and round and not comming out? Or is it just not turning?If it's the first, Your going to have to grind the head off the bolt and repair as needed. If it's the second, Keep working it back and forth and maybe after a few minutes it might let go. If that doesn't work, You'll have to grind and repair as well.

I assume your talking about the ones on the cross member on the front of the tank. If it were me, I would just grind or air chisle the head off. most likely just a 1/2-20 nut and bolt, at least that is all it was on my YJ.
