Is this all i need to safely accomplish 4" of lift?

Seems you would still need a dropped pitman arm, but not sure; I'm really not that familiar with TJ's or coil suspensions (sorry!).

Might want an front track bar bracket or adjustable track bar.
Maybe extended bumpstops too?
Brake lines if you plan on flexing it at all.

Those other items are pretty cheap alone.
