For clarification:
The dashboard light is on but the ABS is not actually engaged (pulsing)
The ABS is on pulsing the brakes no matter what is done?
The ABS light is on and brakes are pulsing?
Do the key dance or plug in a code reader and post up the codes. You may have a bad speed sensor or uneven tire pressure…

Might be the speed sensor. About a yr or so ago I had to the change the rear speed sensors on my 2010 JK. I goofed and replaced the wrong one so ended up doing both. The better code readers will give you that info. The bad one was especially noticeable on slow turns under acceleration.
