97 Jeep Cherokee XJ won't start

Good Day all,
I have a 97 Jeep Cherokee XJ that recently had the engine rebuilt. The engine is in and everything is connected but she won't turn over, (strong crank but no start). I have fuel coming out the Schrader valve and she won't even start with starter fluid in the throttle body. I can hear the fuel pump at the fuel cap and smell fuel at the engine when trying to start. I put a spark plug tester on at the plugs and coil and it lights up. It has a brand new coil, spark plugs, fuel injectors, distributor rotor, and crank position sensor (OEM). Everything in the engine bay has either been reconditioned or replaced, starter, alternator etc; could it be off time? Also to note, I did the big seven cable upgrade. Any solutions or leads will be greatly appreciated.

If you're saying the spark plug is firing.I would do a compression check next.

Nice looking engine bay.
Engine has never been started and won't?

Make sure all of your vac ports are used or closed.
The intake is seated properly.
Tb gasket
IAC is plugged in and seal is on it.
All the seals are on the injectors and they are firing.
Connectors to the injectors are not crossed.
The rail is plugged in and plug boots not cracked.
Plugs are correct PN and gapped properly.
Check the fuel rail pressure.
OPDA is out of sync.


Any codes?

Thank you for your suggestions, I will go down that list as best I can. The engine is completely rebuilt and was primed by the machine shop; She hasn't been started. I did put a scanner on it and she did not throw any codes.
