2006 Libert Won't turn over / start - battery and starter good

Battery got dumped completely by leaving key in the ACC position. Tried a jump box and jeep started but dash lights went nuts and it wouldn't idle. Charged battery to 100% and installed cables now it wont even turn over. Battery is good - jumped terminal on the starter and it turned over. Turned key to the on position and jumped stater and it did not fire. Seems the security has it locked. Removed battery cable to reset security still nothing. R&R the IOD fuse, checked / swapped relays and fuses - still nothing. Thought I would try the forum prior to the dealer. Jeep has 38K and ran perfect before. Thx!
 

Start by cleaning your battery terminals and reconnecting the battery. Then try swapping the battery if you have another car.

I did some reading, and it could be a number of problems, such as the transmissions neutral saftey switch, or a broken "finger" in the steering column.

If you use the key fob to lock your Jeep, does the horn honk normally?
