2002 liberty wont start why

MY jeep is making a load whining or whistling sound when I crank the ignition and wont start what could this be?

It has a new battery only 2 months old. Its making a high pitch whining sound

Can you pop the hood and have someone turn the key while you try and listen to where the sound is coming from?

My wife and I had a 2002 liberty. Other then the engine needing to be replaced at 115ish thousand miles, we really enjoyed that truck.
