Does he have the title? Looks like a big project by what I can see in the picture. It looks like the front of the frame is gone....not a huge problem IF the rest of the frame is not too rusted to weld to. I doubt that you can run the engine in the state that the Jeep is in so theres another...

After following 72RTCHALLENGERs suggestion I think you may have to drive for about 20mins for the computer to relearn normal conditions. I've had to do that on a couple of vehicles after dead batteries.

Do your turn signals work by themselves?(No brake lite or running lites on) What does your front turn signal do when you try them with the brake lites on? My first guess is you have a bad ground somewhere,but answers to these questions might help.
