If I remember right(and that is never a sure thing) there is a fuse marked turn signal in the fuse block on the drivers side firewall.

I think you're going to have to get underneath & check for binding of the steering linkage(drag link tie rods etc.) and also check the rag joint(bottom) & U-joint(top) on the steering shaft.

69jeepcl is correct. That is a Late CJ(1976-1985) frame.

Do they look like Levi material & have copper buttons??

The Levi edition CJs came with Levi seats with copper buttons. The dash pad also looked like Levi material. There was a Levi badge below the Jeep marking on the side in front of the door. They also had Aluminum Slotted-Dish wheels & the 3 spoke rally steering wheel.

As stated it is probably a belt squealing. Check the tension on the belts. A loose belt will slip at low RPMs causing a squeal, as the RPMs increase the squeal will often go away. Also if any mods were done that affect the pulleys(different alternator, power steering pump etc.)make sure the...

Knuckles, Cleary you are not familiar with Jeeps. A 1979 CJ is in it's prime!!! Old Jeeps don't wear out, like wine, they just improve with age!!!!!!

The fact that your starter is not engaging or even "clicking" makes me believe that you have a wiring problem. Verify connections to your starter relay & from your starter relay to your starter. I suspect your not getting voltage to your starter.
