And how do I fix it the fluid is an orangish color any help would be great thanks

steering box,with attached pitman arm. im having the same problem with my xj so im not sure on a fix.
 
You can just replaced it, or try and rebuild it by replacing the seals. It looks like you can get the seals for $20, and a rebuild box for $110

Another popular option is to get a steering box from a 1998/99 Durango with a 318 ci motor. They claim to have a tighter steering ratio. I've never done this myself though.
 

I'd give it a try. If you're going to have to replace it anyway then I don't think it could hurt.

I replaced The steering box today and scout if you want to do it yourself it only cost me like 135 for everything and the auto shop wanted to charge me like 520 if you do it yourself get a heavy duty pitman arm remover becuase it took me a a couple hours just to remove the Pittman arm but once u get that done it's really easy
