What should be included in a lift kit?

I feel really stupid asking this but, what all should be included in a 4" lift kit? Or a lift kit in general? I'm looking to lift my Jeep a bit...

Somebody can probably give a more complete answer than me but it really depends on what kind and who's suspension system you're looking at. Obviously there are going to be some common components across the board such as springs, shocks, and brake lines but after that it gets a little more complicated.

To know what parts and pieces to expect in a kit you need to understand the kind of suspension you are purchasing. One of the best (and heated) discussions I've seen on this was from my friends on Rubicon Owner's Forum at Rubicon Owners Forum - View topic - What are the negatives to the ___ LA suspension??? . There is A LOT of great info in that thread and some especially good stuff posted by JerryC and Bnine. It also links to another thread with some real good discussion on improving handling on existing systems.

Anyway, my point is that once you really decide on what type of suspension system your looking at it will be easier to determine exactly should be included.

Every kit would be different. most kits, when ordered, if not complete, will tell you what needs to be purchased as well.

Someone is selling a used procomp 4" includes front and rear springs, control arms, track bar, anti-sway bar links and all hardware with polyurethane bushings. Does that seem complete?

You would need either a transfer case drop or a SYE and CV driveshaft for the rear. (slipyoke eliminator).

So would it make sense to buy that used set and one of those other things? Or should I just go buy a complete set ?

and you will need shocks, but ya, sounds about right. You will also have to relocate your brake lines lower on the frame, not all that hard to do.

Most lift kits will not come with a SYE, some come with a t-case drop, but not all because they strongly recommend that you go the SYE route.
