I don't know if they sell to the public but I think your best bet would be to try the ARB (Old Man Emu is made by ARB) head office for North America. It's located in Seattle. I'm pretty sure you can contact them through their website, it's www.arbusa.com or you can email them at sales@arbusa.com. Their telephone number is (206) 264-1669 and their fax number is (206) 264-1670. If they only sell to dealers, mabye they can help you find the cheapest dealer that sells them. Companies like ARB usually give discounts to dealers that buy in larger volumes so mabye they can tell you who deals the most in ARB.
 
Oh ya, the Old Man Emu lift isn't a true 2 1/2" lift. It's 2 1/2" in the rear and only about 1 1/2" in the front. They might have changed things in the three years since I bought mine and it might be different for the CJ.

They make different spring rates for different applications. Getting that right should keep it straight.
