trouble getting out of 1st gear

I have a 94 Grand Cherokee. It seems to have trouble getting out of first gear while accelerating. Once you get to 20 mph, it runs smoothly.[addsig]

At what rpm is it finally shifting at? 2500, 3000?[addsig]
