tj not starting

I have a 2003 tj sport and when i go to start the engine doesnt make any noise. The lights will turn on but it wont turn over in fact it makes no noise when turning the key I have brought it to a mechanic and they replaced the ignition switch and it is still giving me the same problem. The mechanic said the starter,solenoid,and battery are fine. At this point he doesnt know what is wrong because he has checked everything so he says. Any other ideas? Maybe something i could tell him to take a better look at? Thanks

I would check the ign switch again. Clutch bypass fuse, Clutch switch.

Also you could pull the starter and have it checked at AZ or Orielly's for free. The battery too.
Being you have lights and all your battery connections are likely ok. You could always clean them.
Check all your fuses as well.

It takes a lot less juice to power lights than to engage a starter solenoid and turn a starter. Swap the battery for one you know is good and try that. You could try jumper cables, but sometimes completely dead batteries will keep even jumpers for working.
